Tax Costs and Export Barriers: Analyzing the Pain and Resilience of Scottish Distilleries

According to the annual report by Johnston Carmichael, the UK Whisky industry is experiencing stagnant growth. The survey shows that only 37% of whisky businesses are optimistic about the future, significantly lower than the 56% across the food and beverage sector. Although distilleries are striving to maintain operations without raising prices, overall sentiment remains low due to multiple internal and external cost pressures.

Multiple Cost Pressures and Tax Burdens

Whisky distilleries are facing severe cost challenges. Approximately 42% of respondents noted labor costs as the most significant increase, while geopolitics also had a negative impact. Regarding regulations and taxes, 47% of businesses are concerned about high tax burdens, while 37% view tariffs as an export barrier. Furthermore, energy price hikes in the whisky sector are much higher than in other industries, with 21% of respondents citing it as their most significant expense.

Market Shifts and Talent Attrition

While overseas trade is a core growth driver for 37% of operators, relations with the EU remain uncertain, with only 21% holding a positive outlook. Grant Roger pointed out that beyond trade barriers, the changing consumption habits of Gen Z have led to market stagnation. This has further triggered talent loss, with about 37% leaving due to wage stagnation and 27% due to a lack of promotion opportunities.

Despite these challenges, the industry remains resilient, with 79% of operators continuing to invest in product innovation. This report covers 98 businesses (including 19 whisky distilleries), mostly from Scotland. Grant Roger emphasized that whisky is a pillar of the UK food industry; amidst global instability, operators crave policy stability to seek breakthroughs through R&D and innovation.
