Goodbye Physical Passports: UK Government Proposes Digital ID Laws for Alcohol Retail

The UK Government proposed amendments to the Licensing Act 2003 on June 30, aiming to authorize the use of Digital IDs for alcohol purchases for the first time. Policing and Crime Minister Sarah Jones stated that digital identity is a fast and secure verification method that accurately confirms age while protecting privacy by not disclosing unnecessary information to staff. This allow citizens to leave physical documents like passports at home. The amendment is currently under parliamentary review and is expected to take effect in Autumn 2026.

UK retailers have been testing digital technology since 2022, with Home Office consultations showing 72% support from local authorities for this change. Approved apps are already usable for purchasing energy drinks, tobacco, and medicine. Julian Howison, CEO of digital ID firm Totum, noted that surveys found only 31% of people carry ID daily; digitalization will significantly boost verification efficiency in hospitality and retail venues. This move effectively reduces the inconvenience of carrying traditional IDs and further strengthens venue security.

Currently, many qualified apps are developed by Yoti. Its CEO, Robin Tombs, believes this will revolutionize verification in supermarkets and bars, marking a major milestone for the UK. While Yoti has a large global user base, it is currently appealing a data protection ruling by the Spanish government. With Australia, Estonia, and several US states already implementing digital verification, the UK's move signifies that its alcohol retail environment is actively aligning with international trends.
